The incumbent is responsible for managing the construction and maintenance of bridges, culverts, and miscellaneous structures in accordance with sound engineering practices, approved railway standards, and the CN operating plan. Work may be performed by company union forces or outside contractors. In addition, the Manager is responsible for ensuring safety and enforcement of rules, managing tight operating and capital budgets, planning work to fully utilize union workforce and complete within established budgets. The incumbent manages vehicle fleet and equipment efficiently as well as explores new technologies and methods for improving safety and productivity.

Hiring Salary Range: $ 110000 - 144000

Job Summary

In addition, the Manager is responsible for ensuring safety and enforcement of rules, managing tight operating and capital budgets, planning work to fully utilize union workforce and complete within established budgets. The incumbent manages vehicle fleet and equipment efficiently as well as explores new technologies and methods for improving safety and productivity.
Main Responsibilities
Plant Management
- Prepare the Capital Bridge Program
- Maintain and update a 5-year Program
- Prioritize work by inspecting field conditions, reviewing inspection and ratings reports, and considering line capacity and tonnage
- Work with Engineers and Supervisors to develop preliminary designs, detailed cost estimates and project schedules
- Review engineering plans and specifications for constructability
- Prepare and review tender documents and oversee the selection and award of contracts engaging external contractors and consultants
- Manage all phases of construction and assure compliance with approved plans, specifications and standards
- Review and approve dimensional loads and provide restrictions for operating across assigned territory
- Review and respond to requests by the Federal Railroad Administration (FRA) and other regulatory agencies
- Implement safety programs for the organization and outside workforce
- Coordinate work with other internal departments
- Review bridge condition reports provided by Inspectors and technical reports prepared by ratings group
- Prioritize and oversee maintenance work
- Direct immediate repairs
- Respond immediately to emergencies (derailments, bridge outages, serious accident or injury), including work outside the scope of normal duties
Collaboration and Support
- Provide detailed direction to consultants hired by CN to assist with bridge maintenance, strengthening or replacement
- Review engineering reports and designs that are submitted by consultants
- Assist with the preparation of bridge design solutions that reflect the most cost-effective methods while minimizing disruptions to operations
- Provide engineering support to supervisors and field personnel during construction and maintenance activities
Participate in work safety audits of unionized employees

- Evaluate and manage manpower requirements
- Plan and implement succession plan for Bridges and Structures staff
- Take appropriate action to correct unsafe conditions and behaviours
- Communicate company policy and goals to union workforce
- Provide recognition, coaching and feedback
- Manage union workforce in accordance with governing collective bargaining agreements
Working Conditions

Experience
Bridges and Structures
- Minimum 7 years of railroad bridge experience
- Minimum 10 years of railroad bridge engineering with proven management experience*
- Experience with the American Railway Engineering and Maintenance-of-Way Association (AREMA) Manual, railway bridge design and capacity rating*
- Candidates with an equivalent combination of education, training, and experience will be considered

Education/Certification/Designation
- Bachelor's Degree in Civil Engineering*
- Professional Engineer Certification*
- Valid Driver's Licence
- Candidates with equivalent practical experience, education, or training will be considered

Technical Skills/Knowledge
- Knowledge of railroad structures, construction and maintenance techniques, identification and remediation of bridge deficiencies
